Description: Request for approval of a residential minor development site plan. the project proposes a master site plan indicating 2 phases and the applicant has submitted the phase 1 concurrent with the master. the site is located west of ault avenue on the south side of se cove road access to the site is taken via what appears to be a named easement known as se trover lane from se cove road in stuart. the applicant is proposing a master site plan with a concurrent final site plan. the development order will contain a reservation of public facilities for phase 1 and a deferral for phase 2 with a timetable for final site plan approval within 5 years of master site plan approval. the parcel is 11.1 acres and located on se trover lane just off of se cove road. the subject of this application is to seek final site plan for phase 1 of the concurrent master site plan. phase 1 includes a 7040 sq. ft. educational building (building 3) and the site infrastructure. phase 2 will be proposed at a later time for building 6 a 4556 sq. ft. dorm along with sidewalks and a drop-off turnaround. on may 6 2008 the board of county commissioners approved the request for a zoning change from a-1 to re-2a. the development is subject to article 6 section 6.6.a.1 land development regulations martin county code (ldr). impact fees both mandatory and non-mandatory shall be paid by the applicant the time the building permit is issued. all impact fees will be calculated at the time of the final review of plans.
